A 19-year-old man suspected of randomly killing three individuals on Detroit streets over roughly two hours could have been emboldened when he did not encounter police after the primary capturing, the mayor stated Monday.
The first sufferer, a 28-year-old man, was shot and killed earlier than daybreak Sunday, lower than two miles from a police station, Mayor Mike Duggan stated. No one referred to as 911.
